How to appeal a declined SASSA grant

South Africans whose social grant applications are turned down by the South African Social Security Agency have 90 days from the date of the decision to challenge it, the Department of Social Development says. The appeal is not heard by SASSA. It goes to the Independent Tribunal for Social Assistance Appeals (ITSAA), which sits under the Department of Social Development in Pretoria and looks at the application again from the start.
That distinction matters. An appeal is not a request that the same office reconsider the same file. It is a fresh decision by people who did not make the first one.
The 90-day clock
The 90 days run from the date of the decision, not from the day the applicant hears about it, which is why the letter or SMS from SASSA is worth keeping. An appeal lodged after the window has closed can be refused on that ground alone, without the merits being considered.

An appeal should carry the applicant's full name, ID number, the grant type applied for, the date of the SASSA decision and the reason given for the decline, together with a short statement of why the applicant disagrees. Supporting documents carry the argument: medical reports for a disability grant, proof of income, bank statements. A one-line objection without documents gives the tribunal nothing new to weigh.
Following it up
Appeals are acknowledged by reference number, and that number is what any follow-up call will turn on. Applicants who lodge by email should keep the sent message. Those who lodge by post should send it by registered mail, so that the date of submission can be proved if the 90-day window is later disputed.
SRD grants follow a different route
The Social Relief of Distress grant is not appealed through the same channel. SRD applicants lodge a reconsideration online at srd.sassa.gov.za for the specific month that was declined, and each declined month is handled separately. An applicant declined for four months lodges four requests.
While the appeal runs
An appeal does not restore payment in the interim. If the tribunal overturns the decline, grants are ordinarily backdated to the date of the original application, so a successful appeal recovers the months lost to the process.
